Pops are non-dynamic and are basically just development. Characters have barely any agency and are basically glorified advisors. They are also at the same time shallow yet obtuse, and you have too much control. In Imperator all those things are missing the key points that made them important. The Systems of EU4 are meaningful because they are all important to having a running country and are interweaved. Pops in vic2 are meaningful because you only have indirect control over them, they have a life of their own with needs.
